Unusualness - Something that is different and out of the ordinary makes the news. (Church Roof)
We live in a world where bad things are unusual.
Significant - Important events that effect many people. (Raising taxes; election)
Timeliness - Old news is not news; it's history. (Valentine's Day)
Proximity - People want to know about near by events. (Church Roof; Local apartment fire)
Prominence - When well known people, buildings, or places are involved, that's news (celebrities)
Human Interest - Stories about ordinary people or ordinary animals that are humorous or dramatic. Heartwarming/heartwrenching stories.
More criteria; more reasons on this list, the more likely it is to show up on the news. (9-11-01) had just about everything on the list. 9-11 is timely every 9-11. 35-W bridge collaspe also had alot.
